Why is my iMac not powering up?

My iMac is not powering up.

I checked the power chord.

Held in power button for ten-seconds then press again. The diagnostic lights flashing off and on non stop even when pressing the power button. But does not start

If those are diagnostic lights have you checked your owners manual or online for the information they are trying to tell you. Is the flashing displayed in a repeated sequence? If yes, then that information would be potentially useful to be posted here.

As so as the Mac is plugged in.

The first light that indicates power from the PSU stays on

The other 3 flashes together every five seconds without the power being pressed

Reseat your RAM. Try just one stick in each of the slots at a time to test both the RAM and the slots.
