A phone with battery data problems often get software corruption and go into a boot loop. I would stop attempting to charge this phone immediately if you have important pictures on this phone and I would disconnect the battery.
The first step to troubleshooting this problem is to get a known good battery and put it into this phone and see if the problem persists. You can also check whether or not a phone can read its battery data using 3rd party software like 3utools.

The Phone Isn't Stuck In A Boot Loop It However Turns On Normally And Charge But Doesn't Exceed 1%.
If it boots, great--then plug into 3utools to see if the phone can see its battery data--probably it can not. This is *most likely* a battery problem since water can easily penetrate the battery data chips on the battery itself. If not, then this is a problem somewhere between the battery connector, tigris chip, and the CPU on the logic board. I would rule out bad battery first.
