Why is my display flickering?

My iMac display is flickering as shown in this video: https://www.youtube.com/watch?v=If4HyfaT...

It's not my YouTube video, but my computer is doing the exact same thing. External displays work fine so it is not a GPU issue, and I already tried replacing LVDS cable to no avail.

Apple wanted $400 to replace the display, but the LCD panel itself is fine - no cracks or dead pixels. Hoping it's just a small board/cable.

This is a moderate level difficulty repair: iMac Intel 21.5" EMC 2544 Display Replacement That can be done for half of what Apple is asking. With a new part.
