No chime when turned on screen is blank but is backlit

Just like the title says. The laptop turns on but there is no chime and the screen is obviously backlit. I've tried all the key strokes while turning on me nothing works

Also here is a picture of what it looks like "on" and "off" you can clearly see that the screen works. Just nothing is happening.

Was it water damaged, dropped, etc?

Please tell us your exact machine. Here's my problem with answering this. You said you tried all the key stokes. That tells me nothing. You tried the keystones that YOU know of, not the ones I know of. Did you do a SMC reset, a PRAM reset? What's going on with the Mag-safe light? What's the history of this machine? Help us to help you.

UPDATE

\SMC reset

Shut down your computer

Keep the MagSafe adapter (or power cable) plugged in.

Press at the same time shift option control (on the left side of the keyboard) and the power button

Let go

Turn your computer back on with the power button.

Tell us what happened

UPDATE

Let's see if we can get a spontaneous reboot.

Disconnect the mag-safe

Open the back and disconnect the battery

wait one minute

reconnect the battery

now reconnect the mag-safe

Does it boot?

It's a MacBook Air A1466 (EMC 2925)

I've tried the;

Shift + Power

Command + Option + R + P + Power

Shift + Command + Option + Power

The mag-safe light shows a green light when first plugged in then amber. When left plugged in it does go green.

Also the CPU fan does turn on after a while if left "On"

I tried pressing the Shift + Option + Comand ( on the left side ) and the power button while the MagSafe was plugged ( its glowing green ) and no change. There is still no chime and the screen is black but obviously black lit.

After opening up the back and disconnecting the battery for 1 minute then reconnecting and plugging the MagSafe in the laptop did boot but like before there is no chime and the screen is black but back lit.

David, does it actually pass POST? Press the caps lock key after a minute whilst it is on to see if it lights up, if it does it is in an OS, so it will be a picture issue. If it doesn't it is a boot issue; does it show a folder with a question mark on the screen after a few minutes? Have you tried outputting picture?
