Fully charged battery does not power laptop?

Macbook (Black 2.4GHz)

I have a very odd problem.

A fully charged battery will not power the laptop - the OS reports the battery as fully charged but it powers down if the AC is pulled.

I had what I thought was a bad battery so got a new one but problem persist. I have a 2nd Macbook available so I've swapped out battery and charger both are know to be working.

What needs to be fixed?
