Perry Bernan, the first thing I would do is to try to restart. Press and hold the Sleep/Wake button for a few seconds until the red "slide to power off" slider appears, and then slide the slider.

Press and hold the Sleep/Wake button until the Apple logo appears.

If that does not work, take a look at the dock connector. Make sure that none of the pins are bend or broken. Also make sure that the connector is clean and that there is no debris in it. Of course, do make sure that you have a good cable. If none of it works, you will have to disassemble your iPod. Use this guide here and replace the battery. The iPod will not come on if you have a bad battery. In the process of replacing the battery make sure that you inspect the logic board for any obvious damage, as well as water damage. Once you replace the battery reevaluate and see what you get. You also want to use a multimeter and check on your battery connection to see what voltage you get. Hope this helps, good luck.

it fell in water and i put it in water for 8 days then i turned it on then 5 minutes later it wouldn't go on

Oh I see, that important part was not mentioned in the original question:-) You will definitely have to disassemble it. Your problem is most likely caused by corrosion and it is further possible that it got short circuited. Disassemble it using this guide. Clean it the way this guide suggest. After it is thouroughly cleaned and dry, replace the battery. Reevaluate and see what damage you have left, if any. In the meantime, do not try to turn it on. If you do not do anything, at least remove the battery. Good Luck.
