PS4 PSU outputting wrong voltages

It’s been a while since the last time I turned on this console, but it was working just fine. Today I tried powering it on and nothing, completely dead. Opened it up and the motherboard itself seems to be fine, no apparent damage, and so is the PSU, except that both 5v rail and 12v readings are wrong. I’m getting 6.5v on the 5v rail and 15v on the 12v rail. What faulty component could cause these symptoms? Another weird thing is that the big capacitors of the AC side are not charging to 400v, they keep steady at 10~13v, and there is no apparent damage on them.

Normally I don’t do PSU repairs, only motherboards. But I wanna sell this console and I don’t feel like getting a replacement.

edit: ps4 is a sab-001, psu is an ADP-240CR.

Don't repair the PSU, replace it.

"Don't feel like doing it" is not a reason to potentially electrocute or create a fire hazard for yourself or your potential buyer.
