Phone is disabled and was given to me. I never had a iPhone before

I was giving a iPhone 7 plus and I never had a iPhone before. It says phone is disabled continue to iTunes. I do not have iTunes I do not have iCloud I do not have a computer. Is there any way I can factory reset this phone so I can use it.

If the phone is disabled, you will need a computer to connect it to to process the reset. You will have to get the iPhone into recovery mode and connect it to a computer so it can reinstall the Operating system.
