Depends, you'll need to charge it for quite a while to turn it on 3.7V is minimal voltage to boot an iPad up and 4.1-4.4V is maximum charge voltage for battery.

You can use 3Utools from 3u.com on a windows computer once you got the iPad on to check the battery health.

If you have a Mac, you can use Coconut battery to check out your battery by using your charging cable and plug into a USB port. It has an iOS feature that will check both iPhones and iPads.

You really don't want to reuse a battery you've pulled. You can easily cause damage during the removal process that would make the battery unstable in a new device.

If the battery voltage drops below certain threshold, it will lock out and refuse any charge, this is a safety mechanism by design.

However I’m not sure if 2.8 is the threshold or if there is anything else wrong with it.

Just download a app that will tell you the health of your battery you don’t need to manually test the battery. Just search up battery life in the AppStore
