Boots up when insert battery, can’t shut off

I am trying to replace a battery in a MacBook Air and as soon as I put the new battery in, the device boots up. If I then turn it off, it boots up again within a few seconds. It seems impossible to turn it off so it stays off. Does this mean there has been a short somewhere? There was no water damage that I know of (not my machine).

Reset SMC by Pressing shift + control + esc and use power button to boot into recovery mode in that there is an option to reset SMC

Actually right after this comment I tried putting the new battery in again, and when it booted up I held the power button down to turn it off. Now, instead of starting up again right away by itself like it used to, it won´t turn on at all, even when plugged in with power cable. So not sure what´s going on there. Would this be a logic board issue?
