What is The Black Stuff between the heatsink and the CPU?

When I removed my heatsink on my Mac, I see a black paper looking thing covering my CPU. My goal is to reapply the Mac’s thermal Paste. I am asking if I should remove the black thing or leave it on?

you can take it off or leave it, but if you do take it of be sure to put it back on
