Based on the A1181 model number, the maximum version of OS X it can run would be Lion (10.7.X).

First step first. You have gotten at it backward. You install the Mac system first on a Mac because that's it soul. Then you have the tools such as Boot Camp to partition the drive correctly to accept a subordinated Windows.

But he should only go up to Lion on this system which then creates the next problem as he wanted to use Windows 7. It's been a while since I've run Lion, I don't think you could run anything higher than MS XP/Vista with it as I don't think you can run the newer BootCamp services under Lion.
@danj Absolutely. So after the Mac system is installed and taken to it's highest level, the system will tell you what it can handle. Obviously I am biased, I don't want Windows on my Mac. I tell most of my customers that they can get a winnows machine for $300. Don't put that mange on my beautiful Mac ;-)

Sorry Zubair your system is too old and limited to support El Capitan.
Between the limited RAM and Apples limitations on what the OS installer will install on you really can't run anything or have a dual OS setup either.
