help needed removing screws...stripping out before they come loose

Need help getting screws loose enough to remove. They almost seem to be glued. Any suggestions?

Options

Use a screwdriver with a bit that fits ALL the way down into the screw. Using to large a driver will sometimes strip out the upper portion of the screw.
