What are you trying to unlock the phone from?? A network, The start up passcode/PIN or the iCloud account???

If you paired an Apple Watch with your iPhone, unpair your Apple Watch.

Back up your iOS device.

Tap Settings > iCloud. ...

Tap Sign Out again, then tap Delete from My iPhone and enter your password.

Go back to Settings and tap General > Reset > Erase All Content and Settings.

It's also advisable to remove the "find my iPhone" before signing out of the iCloud account, iOS has issues if its not done first
