water spill starts but stops
water spilled on laptop, it starts up but stops showing a file and ? flashing. Can it be fixed?

Depends
upon how long you let it dry, where the water was spilled. The ? means it' can't "find" a boot drive, which could be a fried logic board, connector, cable or HD.
Start with disassembly and looking for burnt or corroded parts on the logic board, if none found move on from there.
