Does not boot. CPU fan spins up

Apple MacBook Air 13.3" MC234LLA June 2009 A1304 does not boot. CPU fan spins up, and front power indicator lights up. Battery charges normally. No chime and black screen

Try to reset PRAM and SMC.

Any water damage?

Like stated about do the normal resets. If its water damaged its most likely a board issues.

Even without board damage is could be a PCH issue.

A PCH problem on a board that came out three years before mobile Intel platforms had PCH.. no.

Dead MCP89u. You will never find this new, so scrap it.

If you are adept with BGA rework and locating chipsets that were discontinued six years ago, then do this quick before the hinges break and battery explodes.
