There is a missing mount screw for logic board is it need. Or is three fine not sure what happen to it - possibly when I had screen replaced the tech lost one. I have blue screen issues.

If it's broken off the motherboard yes its more than likely giving you the blue screen issue

Blue Screen Issue happen many times after an lcd replacment where longer screws go into the wrong screwholder (to long) and therefor damaging the tracks (due to turning the screw in to deep and scratching the board)
If this is the case: the only repair is to resolder and repair those tracks which is really difficult because those tracks are thinner than a human hair.
I wanted to upload explaining pictures but ifixit, do not allow it (resolution restriction)

looks to be the lower right side of the screen ribbon bracket screw. that being missing should not cause any issues at all. your issue is elsewhere.

5c doesn't get blue screen from trace damage. You are fine with just three screws.
