Jumped in a lake with iPhone 5s. I performed the alcohol cleanse of the logic board. The phone still does not turn on. No sign of life. What should I try next to get it working?

Its good you cleaned with isopropyl alcohol. If the phone still doesn't power on the next step would be to get a new battery. The battery usually fails when there has been exposure to water. If all corrosion has been removed from the logic board and other parts and a new battery does not power the phone on then there may have been damage to the logic board. I would definitely try a new battery first.

you need to desolder the EMI shields--most of the board is hidden under the shields, so unless you get them off, then it really hasn't been cleaned.
A trip through a quality electronics grade sweeping frequency ultrasonic cleaning machine can help as well.
After that--component level troubleshooting on the logic board.
