The outer cover is held in place by star shaped screws that have a protrusion in the center that prevent use of a standard star screwdriver. How do I remove the cover to replace the light bulb.

It's probably a sercurity torx. Go to this link then click on the picture to blow it up and look at the top row of bits and see if it looks like one of these will work: [linked product missing or disabled: IF145-220]
