Power Supply or Logic Board

Is there a way to determine if I have a bad power supply or logic board in my iMac. When I turn it on there is nothing! I have removed the LCD and when I plug it in there is one green light that is on.

You're certain that the mains and cord are good. (First rule of tech troubleshooting - check all the cables starting at the mains).

If you have no trickle light LED #1 then I'd check start by suspecting the PSU.

LED #1

Indicates that the trickle voltage from the power supply has been detected by the main • logic board. This LED will remain ON whenever the iMac is connected to a working AC power source. The LED will remain on even when the computer has been shut down or put to sleep. The LED will turn off only if the AC power source is disconnected or the power supply is faulty.

Testing one of these PSU is very dangerous if you're not experienced. Depending on when and why (lightening strike?) the unit went bad It might be simpler to just replace it.
