White Screen Flashing Folder with replaced hard drive

I was told that my hard drive was bad and that's why I was getting a flashing folder with the question mark. Now I replaced the hard drive with a new one and when I turn it on I get the same thing.

Nothing happens when I hold down "C". When I hold down the option button all that appears is the mouse pointer. I'm running out of ideas on what do to. Any help would be great. Thanks

You need to start up from either your original system installation disk or a retail version of 10.6. Go to the second screen pull down menu to Utilities > Disk Utility. Then format the drive and give it one GUID partition. Now continue with the system installation. If you have a Time Machine backup it will ask for it during the set up phase.

I have put my original install disc in (OS X 2Z691-6248) and nothing comes up as well. I hear the drive reading the disc but it still does nothing.
