I replaced it with new battery and it won't hold a charge either.
One other issue - when I power down the phone it won't stayed turned off - it immediately restarts.
Any thoughts?

The charging port pins are shorting, clean the charging port with toothbrush and isopropyl alcohol, very well. See if fixed. If still problem you need to replace the iPhone charging port assembly with flex cable, lower mic and home button flex connector, all a single part.

having similar problem, whith 4s not charging, after installing a new battery and placing it on charger I did for a brief second see the apple logo before i left it to charge. some hours later i checked it and nothing. i thought i cleaned it pretty well without iso. alch. but i will try that, and post results.

Hi there once thing you could try is disconnect the power flex and power off see if it still powers it up if not then the flex might be damaged.
As for the battery drain after a new battery it could be a board fault
