After New HDD install iMac makes loud 3 beep sound continuously.

I just installed a new HDD. I tried to start installing the OS by inserting the DVD into the drive, then started the computer while holding the'option' key. There is a click sound and then the dvd spins, then the question folder appears and disappears and the apple logo appears, after which there is a loud 3 beeps, stops and then beeps 3 times again. and this continues until i turned it off again. What do i do?

Options

Usually the three beeps indicate a RAM problem but it can also do this when trying to boot from an operating system lower than what it shipped with.
