Silver Power Button Missing Spacer? (iPhone 4s) - [SOLVED]

Here is a screen shot of the bottom of the lock button. I'm wondering if there is supposed to be a spacer placed in the center hole?

Working on an iPhone 4s. I followed the guide here on iFixit.
iPhone 4S Power Button Replacement
I unscrewed and removed the old power cable (step 26) and replaced it with a new one. Note, before installation I depressed and released the contact on the round power contact and it clicks.
However, after screwed back in, when I press and release the external/silver power button I can't hear click or feel it make contact with the round button on the flex cable.
I also tried it using a good flex cable out of another phone that I'm working on and no difference.
Maybe I'm missing something. I pulled out the silver power button, put it back in with the hinge down and simply screwed the power cable back on. Is there some way that I need to adjust the swinging hinge on the power button? Does the black connector with the two screw holes on the power cable need to be tilted in or something when putting it back in place?
