According to my service manual you have a T40/T40p, T41/T41p series: v V.90 modem daughter card (MDC) v IBM Integrated Bluetooth with 56K Modem (BMDC). you should not have to "turn it on" in a conventional way. You just have to make sure that your drivers are installed and that your software is setup to use your modem. This will of course depend on what software you are going to use. i.e. phone/fax software or a browser for a dial up connection. If you are going to use it for internet dial up, it will help if you know what browser you are going to use. Again, number one will be to install the drivers. Make sure that you check in device manager and that you can "see" your modem. most of the drivers will be available right here and here is a list of all the FN codes on your keyboard.
