Make sure you are holding down "c" immediately even while turning it on, or you may be hitting it too late to boot from CD. If that is not the problem, it sounds as if for whatever reason it is not able to boot from the CD, and of course the OS has not been installed on the HD, so it can't boot from that.

Do you have another bootable CD to test, or does the boot CD you are using have scratches or smudges which may be preventing it from being read?

Are you sure this is the correct OS media for this machine? Also, try holding down the option key instead of "c". This will (or should, hopefully) take you to a menu that lists available bootable drives, and let you select one, if there are any. Confirming that your computer will go into option mode is a good step, and it also allows you more options when you want to boot from something other than the internal hard drive.

If none of this helps, you could try connecting an external optical drive to boot from, or connect another Mac to this one via firewire and boot from its optical drive by putting it in target mode so that its drives are available to your machine via the option menu. Good luck!

If you're certain you didn't leave any ribbon cables undone or partially connected , you could try a PRAM reset.
