Stuck on boot loop

Error 9 usually points to an USB interruption. It could be that the phone disconnected while it was busy.
You can get the phone in recovery mode by holding the volume button down and the power button while connected to a computer. Then itunes will ask you what to do.
If the problem persists try another cable or computer. if it doesn't change even trying that i suggest bringing it to a repair specialist.
