Cs-4510 poor performance and smokes?

my chainsaw is smoking a lot while running, even with a new carb, and the chain won't stop rotating in idle

Are you using the correct fuel/oil ratio (50:1)? Excessive oil in the fuel could cause the symptom you describe. Is the fuel fresh? If you used fuel containing ethanol and the saw was sitting for a while, the fuel can separate. (Personally, I never use ethanol laced fuel in any of my power equipment.)

The chain rotating at idle may be unrelated to the smoky condition. If the saw is idling too fast, the chain might continue to rotate. Could be the new carb needs an idle adjustment.
