Power on for 1 second then turns off

My PS4 slim beeps and flashes a blue light when pressing the power button, if I keep trying it eventually turns on after maybe 20 times.

I cleaned the PS4 , bought a new power cable but still no change.

What can I do next? How do I test the power supply?

In my experience this is most of the time caused by a defective power supply.

How to replace power supply: PlayStation 4 Slim Power Supply Replacement

Do you happen to get a spare power supply? Or can you order one and test it? If it's still failing, then return the power supply.
