Fan runs briefly, but wont boot up

Macbook belonged to a friend. I was in the process of doing a reset (erase all content and settings from system preferences). Halfway through, it froze shut down.

It's now in a loop where the fan runs for about 1 second every 40 seconds. There is nothing on the screen and no lights or other signs of life.

I opened it up and unhooked he battery connector for 10 minutes. No improvement. I tried all the usual keyboard combinations, PRAM, SMC, safe mode. No change. Fan continues to cycle at regular intervals, without respect to any key/power combinations.

It’s likely stuck trying to access the Apple servers for the needed OS files.

Also it's been in this loop for weeks now - ran the battery dead after a few days, I plugged it in to have another go at it today. Same behavior.

Just tried thunderbolt to ethernet adapter for hardwired internet. No change.
