But the case seems like it's charging or is acting charged?

If neither of them are charging this might be a firmware issue. Apple's firmware update solution is sort of silly. The process is effectively:

  1. Put Airpods in the case.
  2. Charge the case. Make sure the lid is closed.
  3. Leave them on the charger near a paired device. Apple suggests twenty minutes, but if you can spare the time leave it for an hour.

You can also try resetting them. This will return them to factory settings.

  1. Put Airpods in the case.
  2. Close the lid and wait thirty full seconds.
  3. Open the lid then press and hold the button on the case for fifteen seconds or so.
  4. The light will blink amber, then white if you are successful.

I would also give the case a good inspection. See if there is anything stuck in the bottom of the case. Otherwise, a replacement case would be your best bet.
