Why is my phone only powering on when inserting the charger but it doesn't charge?

Time to replace the battery and check the battery cables. You can check IFixIt for an Iphone 6 battery, but I don't remember the link to this. I also don't know if Iphone 6's batteries are serialized or not.

I agree, it's almost certainly a dead battery. Since it won't hold a charge, it can't power the phone when the charger isn't plugged in. Here's the guide for replacing it.
And here's where you can buy the part on iFixit.
If you need tools, the Fix Kit version is a great deal as it comes with everything you need to do the job.
Oh, and no, the iPhone 6 batteries aren't serialized; that didn't start till the iPhone XS and XR so there are no restrictions on swapping out a new battery; just pop it in and you're good to go!
