my laptop will not turn bluetooth nor be able to pair with other devices

@amandasisi - You really need to give us a bit more! Like what is your exact system Apple has produced quite a few versions of laptops.
Think of it this way your 1960’s JEEP can use the parts from this years JEEP? Nope!!
Also what are you trying to connect to would be useful to know.
