Shutting down without screen

The screen on my iPhone XS Max is not working. Visually or with touch. I’m repairing and struggling to shut down with the new update. Instead of shutting down when you hold volume and power, it calls emergency services. I tried volume up, volume down, and power which ended up just restarting. Is there any way to shut it down before the screen repair?
