Toshiba 24L4200U TV will not turn on - Part II

For 2.5 years I have always been able to "reset" the power board on this TV by unplugging it.   But a couple of weeks ago it went totally dead . . . for the last week it would not power on or do anything. No LEDs of any kind. Let the power drain from it and checked voltages today:

Voltages at the P802 plug are 12v at pins 3, 4, 8, 9 . . . and 5v at pins 10, 11, 12.

Pins 13, 14, 15, 16 are 3.3, 4.1, 0.3, and 3.3v, respectively.

Can anyone tell me if these are correct?

@winstontoby those voltages are correct. The voltages on 13-16 can change when you turn your TV on but the initial voltages are right.

This Toshiba is really strange.

After setting for a week, I reinstalled the power board. When I first plugged it in today, all of the 12v pins were registering 0v (I confirmed 120v ac input). But unplugged it and held the power button for 20 sec - something I've done half dozen times - and suddenly all the voltages are right again. Hmmm.

So I still don't know if it's the power or main board that is acting up.

@winstonroby this "held the power button for 20 sec" usually drains the capacitors. Sounds like you are having issues with the power board. That would be my prime suspect. I have to admit that I stay away from Toshiba. Odd company, no integrity and has gone down the tube over the last 2 decades. Definitely not what it once was.
