Can I set up a 4S with a SIM but no Service?

On 2 Jan 2023, 3g service shut down, and you can't use 3g anymore. I was wondering if i reset an iPhone 4s on iOS 9.3.6, if it would let me activate and let me into the phone from the setup. I have the Verizon one, if that changes anything.

Yes, in fact, I have a few old SIM cards I use to activate older phones, none of which are activated.
