Are you facing this error only with Steam installer? Here you'll find some useful tips for a quick fix: https://jackboxgames.happyfox.com/kb/art..., basically you want to re-download the file and wait until it's finished, then if double-clicking isn't working try opening with your mouse right click. If you're still having the same issue, next thing I'd do is verify the downloaded file's checksum

Also make sure you have enough free space on the drive. You may need a new drive. Also see if a wired connect is better using an Ethernet dongle.
