What kind of programs will your son be running for college?

He is studying Economics. So there are a few Mathematical programs that are provided by the Uni (In German) but I'm not sure of there names. But what he is looking for is something with a bit of Stability, longevity, which is light and not too large.

Sadly none of the current generations of MacBook systems offer future upgrading. What you buy is it!

Now while that might be a turn off. As long as your son has a cellphone he can tether his system just about anywhere he can get a cell signal, in the dorm a WiFI or even a wired Ethernet network connection. With that accessing cloud based storage is possible! The next option is just connecting an external drive or two to hold stuff like his music or other media, or the boring 😏 class work and any research needed for the required papers. Besides, he will want to backup this stuff in some form just in case, as laptops sprout legs and scamper off!

16GB should serve his needs.

Please get the extended service coverage and enable FindMy services with his Apple Gear.
