I forgot my icloud id and IMEI number after restarting my phone.
What should I do to recover my phone with icloud id?

@shezzy88, You can reset your iCloud password via iCloud.com, or via another Apple device.
IMEI isn’t something you’re supposed to remember.. The shortcut for IMEI is *#06# - Are you talking about your lock code, and not IMEI?
If you forgot your device lock code, you have to restore your phone (NB! Will erase data). You can erase the phone by putting it in recovery mode and the connecting to iTunes or a Mac, then resetting the device, followed by a restore from a backup, assuming you have backups.

I can't do anything cause is asking me to put the email address and the password which I can't remember, so I tried apple support which is requesting me to put my IMEI number which I don't have.
@shezzy88 Yes, it will ask you for email and password (even after a restore) if the phone is connected to an iCloud account. You don’t need Apple involved to reset your password though, that can be done online.
If, however, you are the original owner and you have no way of accessing the iCloud account, you need the original receipt (proof of purchase) and it must match the phones IMEI on the receipt. As @tomchai says below, you can find the IMEI on the activation page/screen.
