Percolator heating up but water comes out, not coffee

Can you hear the water boiling? These are simple devices. The (slightly) boiling water "bumps" and forces water up a tube to run over the grounds. If it's not boiling, no water will make it up to the grounds. If it is boiling, some part of the tube system is likely bent so that no pressure can develop to force the water up the tube.
