Will not fill properly

What @mayer is pointing out to you is the water level switch. Basically it's just a pressure sensor; as the washer fills it puts more air pressure into the switch, which is supposed to shut off the water when it reaches a certain level, depending on where the switch is set to.

If the hose comes off, the switch gets no pressure and so never turns off the water. Likewise if the hose gets a split or a hole in it, that will allow the pressure to escape which will also keep it from working.

So the hose itself is by far the most likely culprit, but it is always possible the switch itself has failed and would need to be replaced.

Check out that hose and let us know what happens; we'll be glad to help out if that turns out not to be the problem.
