Is there a maximum storage capacity?

My Mac Mini Late 2012 has a Fusion Drive (1 TB HDD and 128GB SSD) and it will not reinstall MacOS because the HDD SMART status is failing. Since the hard drive has to be replaced, I'm looking to upgrade it to an SSD and I'm wodering if there's a size capacity. Can I replace the HDD with a 2 TB SSD? If not, could I replace it with a 1 TB SSD?

A 2TB SSD should work fine. The 2012 models do not have a reachable storage limit due to being UEFI.

You will want to remove the blade SSD within the Fusion Drive set.

I just upgraded my 2012 with a new 4TB SSD to hold my media and will likely add in a second.

Think about getting a new blade SSD 512 GB or 1 TB for your OS and apps. It will make your system sing!
