The controller show changing light when unplugger

I got a ps4 V2 controller that works fine when connected via USB but when I try to use it unplugged it shows charge light if it has charge. It won't connect via bluetooth.
I tried:
-swapping out the USB port on the controller
-Swapping the the battery with a known good battery.
-Swapping out the ribbon cable.

Try resetting the controller with a pin on the back of the controller. Are you sure the battery is definitely good? If it still fails I'd open it back up and check all the connections are seated correctly.

I tried putting in my know good battery fully charged and it showed up charging with no cable connected. Also tried with a different charging board.

If you changed the charge port you might have 2 pins bridged on the new connector causing the problem. Take a look at your solder joints under magnification if you can.
