Whirlpool RF362LXSB0 not heating

I've got a whirlpool oven that won't heat up. I just replaced the temperature sensor in the oven but that did not resolve it. I'm thinking it's the element but I can't seem to find a good reading on what the bake (bottom) element should read. Mine reads about 22 ohms but looking around the internet, I find all kinds of different readings on what it should be. I don't want to just throw parts at it hoping it works, just want to make sure my diagnosis is correct.

@hootonberg all my manuals show a consistent 10 - 40 Ω for any of the coils.
