I would reseat the I/O data cable which connects the I/O board (with the Airport board) to your main logic board often I find the cable connection is the issue, you may need to replace the cable MacBook Pro 13" Retina Display Early 2013 I/O Board Data Cable Replacement if the Airport board is properly seated and the antenna cables are in good shape.

First thing I would check is to make sure that the antennas are plugged in properly. The order of the antenna cables is kind of weird (to me anyways). Step 10 of this guide tells you which one goes where.

I would also make sure the cables between the I/O board and the logic board are seated properly, since that's what carries the signals for bluetooth and wifi over.
