What is causing a bright monitor with Horizontal Sweep Lines?

It’s a model # M5011 and when turning on the computer gives a normal boot tone and the hard drive is working but the screen is white with white lines. All capacitors on the motherboard were replaced and cleaned. It came with the ROM and all RAM slots filled.

Update: I have replaced both the Q1(2N3904) ic and U1(74LS38) ic no changes occurred.

The battery on the logic board was replaced, correct?

yes the battery was replaced before the caps were.

The fact that you're getting a chime (and not a "chime of death") should indicate that the ROM and RAM chips are okay, but you could remove some of the RAM to rule out the possibility of a bad stick that isn't getting caught during the startup check.

Display issues on these machines can usually be attributed to the analog board, how to the capacitors, connections, and other chips look on that?

The RAM strips are using tin connectors. Clean those since corrosion can cause all kinds of errors.
