Cpu lacks thermal paste?

So i dissasabled my Macbook to change 7 year old thermal paste and when i get to CPU i can only see the big part (gpu?) Covered in thermal paste, is this okay and i should only apply it on the big part or also apply it on the smaller one?

The bigger chip is the CPU and the smaller chip is the I/O chip.

People have argued if the I/O chip should have paste or not of years. Intel guide states it doesn’t need it and the need to cool is is not as important as the CPU (with its integrated GPU logic).
