How do I check which component can be defective?

Galaxy Note 8.0 GT-N5110 does not display anything and makes no noise when the charger is plugged in and will not turn on.

How can a removed battery be checked?

There are 6 wires on the battery: 2x red, 2x blue, 2x black.

With multimeter I measure 4.2V between black and red. is that still ok?

What defect do you suspect behind this?

Well you should’ve successfully determined it’s not the battery with your multimeter. Just make sure the reading is somewhat close to what’s posted on the battery label. If it’s slightly above that means its fully charged. If it’s slightly below it means it’s drained but should be enough to power it on. And if it’s way below then you have an issue with the battery.
