Why does my iPhone 5s touch not work on a area while setting it up?

I am trying to set up my iphone but, it recognize me touching the agree button on the bottom right corner of the screen. I see that it has no touch on trying to touch the agree button but when I click the home button and the four option the cancel is on the same place as the agree button and the phone recognize it.

If you do have this issue I recommend to replace the screen on the iphone. I did that today and it allow me to move forward on setting up my iphone.

3uTools has an option to set the phone up. It is a free program and works on windows.
