how do you remove a previous i tunes apple id from coming up first instead of my apple id that has been loaded to the phone?

Options

Just go to the App Store from the device and scroll all the way to the bottom and you'll see the account name...just tap on that and sign out of that account and log in with yours.

Yes he can. Once he logs the other account off, and if he syncs with his iTunes account, he should be good to go.
